As much as the small-business movement in Buffalo has grown in popularity as a social cause the last few years, Western New York still struggles compared to other major metropolitan regions.

When identifying “metropolitan areas that are most conducive to the creation and development of small businesses,” On Numbers placed Buffalo at No. 75 on the list, out of a total 102 cities.

Western New York neighbors from Rochester didn’t do much better, creeping in two spots ahead of Buffalo at No. 73.

Fellow upstate city Syracuse landed hard on the list at No. 78.

Representatives from On Numbers determined the vitality of small businesses—described by On Numbers as a private-sector business with 99 employees or fewer— by looking at population statistics come from the U.S. Census Bureau employments information provided by the U.S. Bureau of Labor Statistics.

The best of the cities in terms of small-business vitality are as follows:

3. Denver
4. Raleigh
5. Salt Lake City
6. Durham, N.C.
7. Seattle
8. Houston
9. New York City
10. San Jose
