Gollum is essentially taunting himself, or at the very least his alter ego, in this quote. It demonstrates how deeply rooted his inner conflict is and what a truly disturbed individual he is.

Gollum here is pretty much taunting himself, demonstrating how his internal battle is as intense as the grander battle for Middle Earth itself in which he plays such an unwitting, yet integral part.
